Although the traditional mall anchor stores are nearing the end of an era, the Sears Hometown Stores are beginning to appear in more communities, and Dumas has landed one its latest additions. The Dumas EDC has successfully recruited Mr.  & Mrs. Donald Richins to Dumas as the operators of a new Sears Hometown Store located at 708 South Dumas Avenue.

The Dumas EDC Board of Directors approved an initial performance grant amount of $15,000 to the Richins contingent on their job creation numbers, use of local servicing businesses and intent to locate in a proposed retail development to be built later. The innovative agreement will help encourage additional retail commercial construction, assist an existing local firm in expanding its service business and provide another avenue to keep dollars in Dumas explained Mike Running, Executive Director at the DEDC. In addition to the initial funds provided, the City of Dumas approved its first Chapter 380 Sales Tax Rebate agreement. This allows the business to seek a partial rebate of sales tax dollars captured by the store for the city and is only paid off of actual sales tax dollars collected. Running stated that this type of incentive program is great because it is strictly performance based and the rebate is limited to 75% of the actual amount collected for the next two years. “This way we still receive some tax revenue for the next two years, the Richins can receive some to help make a move to the new retail development at a later date which helps a local developer to start a new retail center project” Running added. The DEDC has also estimated a portion of dollars that are spent in Amarillo will now be captured by the store as consumers decide to buy lawn equipment, electronics and appliances locally as opposed to making a trip south.  Dumas’ Sears Hometown Store had celebrated their grand opening just in time for Christmas and owner Donald Richins indicated that he was pleased with the first day sales. “Business has been good and we expect it to grow as more people become aware of our presence in Dumas” stated Richins. One way Sears announced their presence was by giving away a new flat screen television and announcing a program to help a military veteran’s family. “As we looked into the operators’ background prior to offering any assistance, we found numerous examples of charity work provided by the Richins’. They have proven that they are very community focused people with big hearts” stated Running. The DEDC estimates an economic impact on Dumas that is expected to exceed $15 million over the next 10 years with direct net benefits to the community of $35k annually providing a return on investment within 15 months. “One of the best parts of this project for Dumas is the dollar amount that cannot be accurately tracked that will be spent in other local businesses as a result of the presence of Sears” added Running.For more information on Dumas and the Dumas EDC, contact Mike Running at This e-mail address is being protected from spambots.
